ماحدث بأربيل قبل ثمانية أشهر حين وصل السيد السوداني وأجتمع بالزعيم مسعود بارزاني هو إتفاق على عبور الأزمات من خلال ورقة سياسية تمثل آخر فرصة لحسن النوايا بين مكونات الاطار من جانب والديمقراطي الكردستاني من جانب آخر، وتعهدت حينها كل قوى الإطار وبدون استثناء على حل كل الخلافات وبفترة لاتتجاوز الستة أشهر، من خلالها توضع الآليات وتضمن بفقرات ومن خلال لجان عالية المستوى ، بفك الإختناقات الحاصله طيلة عقدين من اللا مبالاة بما حصل ويحصل ، ولكن وبمرور الوقت وبأنتهاء المده المقررة سلفاً للبدأ بتنفيذ بنود تلك الورقة ، لم تتضح الصورة ولم تكن مقدمات الحل مؤاتية للشروع بتنفيذ بنود الورقة.
الآن وبعد مرور أكثر من شهرين على المدة المتفق عليها …
مالواجب والمنتظر من قوى الإطار فعله ؟؟؟؟
الواجب أن تكون هنالك أفعال سريعة ومن خلال القبة التشريعية ، فمن أهم الواجبات الآن هي سن التشريعات والقوانين والتي ماعاد الوقت يسعف بتأجيلها، وأهمها قانون النفط والغاز والذي يمثل مفتاح الحل لباقي المشكلات والأزمات المرحلة من حكومة لأخرى ، كذالك أن لاننسى قضية سنجار وكيف نوفر بيئة آمنة لإعادة أكثر من ٣٠٠ ألف أيزيدي طوعاً لديارهم ،
كل ذالك ممكن تحقيقه من خلال الورقة السياسية الموقعة ، ومن خلال تطبيق كل بنودها، فالديمقراطي الكردستاني أوفى بكل إلتزاماتهِ تجاه الحكومة الإتحادية، وتوقف تصدير النفط عبر ميناء جيهان التركي ومعها توقفت الحكومة عن إرسال المبالغ والمقدره ب (٩٠٠) مليار دينار كرواتب ومستحقاقات مالية للإقليم ، وكأن هناك عقوبة على شعبٍ كان ومازال وسيبقى أبياً شامخاً بوجه كل التحديات والصعاب.
لذالك ومن باب الإنصاف والعدالة أن تسارع الخطى لتطبيق الأتفاقات والتي بموجبها أن يتساوى كل المواطنين ، وأن لايكون هنالك تمايزاً ، وأن يأخذ كل ذي حقٍ حقه وفق الدستور والقوانين السارية.
فما عاد الوضع الإقتصادي خصوصا بعد العقوبات الأمريكية على (١٦) مصرفاً وضعاً طبيعياً ، ولأن الإقتصاد مرتبط إرتباطا عضوياً بالسياسة ، على الكل أن يدرك بأن الخطر قادم لامحاله ، إن لم تكن هنالك جدّبة بمراجعة كل مامضى ومن خلال عقليّة قادرة على عبور تلك الازمات بإيجاد علاجات شافية لعللٍ لاتنفع بها المسكنّات .
