طالما تحدث الكثير عن الربط السككي وأدلوا بدلوهم كل ٌوفق تصوراته، منهم من جعلها هدر اً للمال،والبعض ألاخر اعتبرها خدمة لدول الجوار، وللأسف اغلب المتحدثين ان لم لا ينطلقون من اسس مهنية بقدرما تمليه مصالحهم الشخصية او صراعاتهم السياسية ، فيما ذهب البعض منهم دون معرفة للخوض فيتفاصيل لا تصمد امام اهل الاختصاص.
و لاهمية هذا القطاع الحيوي التنموية ونتيجة لذلك خلقوا صور ضبابية للجمهور ولصاحب القرارالسياسي المتأرجح اصلا في رأيه والقرار الذي يجب ان يتخذه في ظل غياب التخطيط الستراتيجي الذييتكفل بوضع خطط افقية وعمودية لتحفيز الاقتصاد الوطني،
عندما بدأت الثورة الصناعية في اوربا في القرون الوسطى كانت وتيرتها بطيئة بسبب صعوبة النقلوادواته البسيطة ، لكن ما ان اقيمت اول خطوط للسكك عام 1825 في بريطانيا ، حتى ازدادت وتيرة حركةالتصنيع الفتية انذاك، اعقب ذلك النجاح بناء المزيد من خطوط السكك الحديدية ليتعدى حدود بريطانياالعظمى لتشمل اجزاء من اوربا واميركا ، ثم تطور الامر لاحقا ليتم استغلال خطوط السكك لتمريرها تحتالارض في تسيير القطارات البخارية في اول نقل جماعي للاشخاص داخل المدن عام 1863 في لندن،
وما يصح من القول على ان تأثير السكك الحديدية في زيادة وقع الثورة الصناعية ، فأنه يصح على جدليةالعلاقة الطردية بين وجود خطوط السكك والتقدم الاقتصادي لأي بلد في العالم ، فكلما وجدت شبكة خطوطسكك حديدية كفوءة وجدنا تقدم اقتصادي صناعي مذهل لكون النقل هو احد اسباب رفاهية الشعوب ايضاوالسكك هي عماد النقل، فما كان لأميركا ان تكون أمة عظيمة لولا وجود خطوط السكك التي تربط اجزاءهاالمترامية بين الاطلسي والهاديء ساهمت في اجعل أميركا اعظم دولة في الزراعة والصناعة ، كذلك أوربا التيترتبط دولها بخطوط سكك حديدية تلف الكرة الارضية خمسة مرات كانت أحد أسباب تطورها بشكل مبكر،وسببا من ألأسباب الرئيسية لنجاح الوحدة الأوربية لاحقا، كما أن نجاح ألاتحاد السوفيتي كدولة عظمىتحقق على يد ستالين الذي عمل جاهدا لآن يجعل النقل وخصوصا السكك جزءا مهما من اقتصاد ألامة(وكيبيديا) حيث شهد اسرع نموا في بناء السكك بين دول العالم ، كما أن نجاح النمو الاقتصادي والتطورالسريع في الصين لم يكن لولا ادراك القادة الصينيين أن قطاع النقل مهم جدا لجذب ألأستثمارات الخارجية(كما تقول دراسة النقل والتطور ألاقتصادي) وكان ذلك بالتعاون مع البنك الدولي ، وتفتخر الصين اليوم[امتلاكها نظام وطني للسكك يتم تعزيزه سنويا بخطوط جديدة، كذلك النهضة السريعة للهند والبرازيلوجنوب افريقيا ودول اخرى دخلت نادي الكبار وظفت جميعها توسع شبكات السكك فيها لتطوير التنميةألأقتصادية السريعة ، أما تركيا التي جعل الرئيس اردوغان النقل عنوانا لحملته الكبرى في تطوير النقلوبالذات قطاع السكك من اجل جعل بلده همزة الوصل بين أوربا وبلدان أسيا الى شرق تركيا ، ومع ذلك نجدمن يقول ان السكك التي اقامتها بريطانيا في الهند كانت من اجل اهدافها العسكرية فقط معتبرا ذلك صفةذميمة لحقت بالهند، صحيح أن بريطانيا فعلت ذلك لكنها خرجت من الهند وتركت لها السكك التي اصبحتعماد نقل المسافرين لأمة تمتلك ثاني اكبر تجمع بشري بعد الصين.
في العراق يجهل الكثير ، وجود تصاميم لخطة طموحة في نهاية سبعينيات القرن الماضي اعدت من قبلاكبر الشركات المتخصصة لبناء شبكة سكك لربط مدن ومحافظات العراق بخطوط مزدوجة ومكهربة بحمولاتمحورية عالية. وكذلك مشاريع للربط مع دول الجوار لكن مغامرات صدام حال دون تنفيذ هذا الطموح. جميعهذه الوثائق محفوظة في تشكيلين لوزارة النقل .
البعض منها تم تحديثه بعد عام 2003، عندما كنت مديرا لقسم معني بالامر فترة من الزمن خلال خدمتيالوظيفية ،
السكك الحديد العراقية التي دشنتها بريطانيا لخدمة حركة قواتها ايضا في العراق، لكنها لاحقا كان لهاالاثر الكبير على الاقتصاد العراقي وعلى المجتمع العراقي ، بل لأنها اصبحت جزء من شخصية الوطنوالمواطن تغنى بها ولها الشعراء والمطربون ، فهي اول مؤوسسة انشأت فيها ورش ضخمة رفدت السوقالمحلي بالمهارات الفنية كما انها قدمت خدمات جليلة في نقل البضائع المستوردة ومثلها للتصدير عندماكان البلد مصٌدرا وطرقه البرية عاجزة عن تقديم مثل هذه الخدمة ،
ربما لا يعلم السادة المنكرون لأهمية السكك أن لها دورا مهما في تعزيز روح المواطنة بين اقاليم البلد ، حيثيقول كبار الاقتصاديين في العالم في حديث نشرته النشرة الاقتصادية التابعة لموقع مايكروسوفت في3/1/2019 (إلى الاعتقاد أن ضعف قطاع المواصلات في بعض الدول، لم يكن فقط عائقا أمام التنميةالاقتصادية، بل أسهم في تعزيز النعرات الانفصالية، وأضعف البنية السياسية والاقتصادية للدولة، نتيجةغياب الترابط بين مناطقها المختلفة.).
وأزيد ان مراسل BBC في نيجيريا ذكر في تقريره في 13 شباط 2013 بعنوان هل يمكن للسكك الحديديةالمجددة في نيجيريا أن توحد بين الشمال والجنوب؟ قائلا من ان الحكومة تأمل عبر ضخ استثمارات ضخمةلربط مناطق الشمال بالجنوب بسكك حديد من أجل تقوية الروابط الوطنية بين مناطق نيجيريا التي تشهدتوترات ودعوات للأنفصال. أوليس اصدق صورة تلك التي تعيشها كردستان العراق الذي لا تربطه بمدنالعراق خطوط سكك او طرق برية وطنية موحدة ،
لمشاريع السكك اهمية ستراتيجية تتمثل بما نسميه الربحية الوطنية بمعنى أن عوائدها غير المباشرة أوغير المتوقعة ضخمة جدًا وبعيدة المدى، وبالتالي لا تخضع لمقاييس الربحية التجارية الملموسة او الانية ، بلتقاس بالمزايا والمكاسب الاجتماعية والاقتصادية التي تحققها.
اجمل هنا عدد من العوائد الاجتماعية والاقتصادية للسكك وكما يلي:-
• السكك الحديدية سببا لاحداث التوسعات العمرانية والتجمعات السكانية الحضرية لتكون حافزالنشاطات اقتصادية جديدة
• السكك قادرة دونا عن غيرها من وسائط النقل بكل يسر على اداء الخدمات الاجتماعية والاقتصاديةوإقامة النشاط التجاري.
• كما انها احد وسائل النقل التي تعتبر الاقل تلويثا للبيئة مقابل كفاءتها في الاداء وبالتالي تعتبر منالانماط الموفرة للطاقة والمحافظة على البيئة. حيث لا يتجاوز انبعاثها الغازي 28.39 جرامًا من ثاني أكسيدالكربون لكل كيلومتر ، مقابل 102 جرام للسيارات ، و 244 للطائرات
• السكك كما يؤكده الخبراء في هذا المجال وفق تقرير نشرته الايكونوميك تايمز(أن أنظمة النقل بالسككالحديدية أكثر كفاءة في استخدام الطاقة بست مرات من الطرق البرية المعبدة وأربع مرات أكثر اقتصادية منحيث التكاليف الاجتماعية ، اما من حيث الأضرار البيئية أو التدهور ، تعتبر السكك الحديدية هي الاقل ، فيحين أن تكاليف بناء السكك الحديدية أقل بست مرات تقريبًا من بناء الطرق لمستويات حركة مرور مماثلة فيالكفاءة
• بوجود السكك سوف يتم تقليص حجم الاستثمارات المطلوبة لبناء طرق خدمية جديدة عند اللجوء الىخيار بناء السكك ، التي تعتبرالاقل قي تكاليف الصيانة السنوية والدورية مقارنة مع كلف صيانة الطرقالمتأثرة بحجم حركة المرور.
• كما انها احد وسائل الحد من الاختناقات المرورية وتقليل مخاطر الحوادث وتقليل الوفيات وتوفير النقلالآمن والالتزام بالمواعيد وما يترتب على ذلك من مكاسب اجتماعية ومادية.
• تأخذ حيزا من الارض اقل من الانماط الاخرى مقابل سعة نقل اعلى وبالتالي تقليل الخسائر في الأرض.
• كما أن للسكك الحديدية دور مهم أثناء الحروب والكوارث الطبيعية أو غير الطبيعية.
هذا فيض من غيض ، نود ان يطلع عليه الجميع ، سواء من تصدى للحديث عن السكك دون معرفة مهنية ، اومن قبل أصحاب صنع القرار ممن يجهل اهمية هذا القطاع أو من يقول أن كلف انشاءه ضربا من الترف وانعائداته لا تستحق ان يتم الاستثمار من اجلها ،
في بقية ارجاء ألأرض المعمورة التي تعتمد ألتخطيط العلمي وسيلة لنجاح طموحاتها في التنميةالاقتصادية السليمة والمستدامة تهتم ببناء السكك ونرى تصاعدا في تنفيذ المشاريع الخاصة به، حيث نرصدبشكل مستمر عبر النشريات المتخصصة بقطاع السكك المتعددة اخبارا عن قيام معظم بلدان العالم المختلفةببناء مزيد من خطوط السكك حتى في اوج جائحة كورونا حيث توقف العالم عن الحركة ، كما انها كانت احدوسائل الدعاية الانتخابية التي لوح بها الرئيس الاميركي السابق ترامب و لها دور في وصوله الى البيتالابيض الاميركي ، والصين اليوم تواجه اميركا بحرب السكك من خلال تبني مشاريع جديدة سواءا فيالداخل او في بلدان اخرى خصوصا في جنوب شرق ووسط اسيا وفي افريقيا ووصلت الى اللاتينية ،لتقوض الهيمنة الاميركية لخدمة تجارتها في الاستيراد والتصدير بما يخدم الاقتصاد الصيني بشكل عام ،ومن اجل ذلك فأنها خصصت وتخصص عشرات المليارات لتمويل تلك المشاريع.
