التيار الصدري واستحقاق انتخابات مجالس المحافظات

مع تحديد موعد انتخابات مجالس المحافظات في كانون الاول نهاية العام الحالي وتشكيل التحالفات السياسية، ومع تقارب نتائج الانتخابات النيابية مع المحلية وتوقع فوز تحالف تقدم برئاسة الحلبوسي والسيادة برئاسة خميس الخنجر لتمثيل القوى السنية والحزبين الكرديين الديمقراطي والكردستاني لتمثيل القوى الكردية، تبقى مسألة تمثيل القوى الشيعية سياسياً محل اختلاف وتفاوت بعد انسحاب التيار الصدري من البرلمان وعدم اشتراكه لغاية الان في الانتخابات المحلية.
كان من المتوقع أن يواصل الصدر المسار باتجاه المشاركة السياسية بدءً من مجالس المحافظات لتوسيع تواجده في المحافظات ومجالسها انطلاقا للعودة الى البرلمان تعزيزا لخطابه الاصلاحي، ولقناعته ان إصلاح النظام القائم على المحاصصة والطائفية وتلبية طموحات العراقيين والقضاء على الفساد وتحقيق التنمية ، ووضع حد للتدخلات الخارجية في شؤون العراق، لايمكن ان يتحقق الا عبر التواجد والتأثير في العملية السياسية من خلال مجالس المحافظات ومجلس النواب والسلطة التنفيذية.
ولغاية الان من الواضح ان الصدر لن يشارك في انتخابات مجالس المحافظات القادمة، وبلا شك أن انسحاب الصدر سياسياً لاقى تحفظات كثيرة من انصاره واتباعه و حلفاءه
، وفي ضوء ذلك لاتتمنى قوى الاطار التنسيقي وشركائها عودة الصدر سياسياً لما قد يسببه من تراجع في نفوذها السياسي، وعودة الاختلاف والانسداد وبالتالي تكرار المواجهة لكن بنطاق اوسع، لكن على قوى الاطار أن تعي جيداً ضرورة الوصول إلى تسويات وتفاهمات مُرضية مع الصدر، وتجنُّب مخاطر العودة إلى المربع الأول واستخدامه الشارع مرة أخرى، واعادة فَتْح الباب أمام حسم الصراع بالقوة او بتدخل الأطراف الخارجية، ولهذا فإن التفاهم والتنسيق المسبق قبل إجراء انتخابات مجالس المحافظات يمثل مخرجاً للأزمات القادمة المحتملة.
ان عدم مشاركة التيار الصدري في استحقاق انتخابات مجالس المحافظات يمثل فرصة مناسبة ستمكن الاطار التنسيقي من تعزيز واقعه الانتخابي والشعبي والسياسي اذا ماحقق نتائج جيدة في هذه الانتخابات مع ذلك فأن الصدر القى الكرة في ملعب قوى الإطار التنسيقي في تحمل المسؤولية والتي يفترض أن تقوم بالمقابل بدورها في التهدئة والتحرك نحو التوافق والعودة إلى طاولة التفاهم وعدم الانفراد بمسألة تشكيل الحكومات المحلية والشروع في وضع حد للصراع السياسي المزمن وإنهاء عزلة التيار الصدري سياسياً، لكن هذا لن يحصل، فمن الخطأ أن تَعتبر أو تتعامل قوى الإطار التنسيقي مع عزلة الصدر سياسياً على أنه هزيمة أو تراجع، فمن شأن مثل هذا التفكير أو القراءة الخاطئة للمشهد أن تبتعد عن إفرازات الأزمة وتطوراتها، وهو ما قد يجر اتباع القوى السياسية مجدداً إلى الشارع، وقد تتأزم الأمور إلى ما لا يُحمَد عُقباه.
مقدمات هذا التفاهم حاليا غير موجودة وقد تكون هنالك قنوات تواصل غير معلنة بين الطرفين لترتيب اجواء السباق الانتخابي لكن الرهان على توتير الاجواء وتعقيد مشهد اجراء الانتخابات لازال قائما لدى الفاعلين الخارجيين والمحليين.
من المتوقع جدا مشاركة جمهور التيار الصدري بشكل غير مباشر في هذه الانتخابات، عبر ترك السيد الصدر خيار المشاركة لناخبي جمهوره اختيار من يمثلهم في مجالس المحافظات من القوائم القريبة من توجهات الصدر السياسية كالمدنيين والافراد المستقلين وبعض الكيانات الجديدة، واذا ماتحقق هذا الخيار فان شكل المعادلة الانتخابية سيتغير والتوقعات الجارية ستختلف، فضلا عن حصول توزان سياسي جديد داخل مجالس المحافظات واختيار المحافظين او الدخول في انسداد سياسي جديد يتمثل بتعطيل تشكل هذه المجالس.
في ضوء ذلك ومع كل الخيارات المطروحة في مشاركة التيار الصدري بشكل غير مباشر او البقاء في العزلة السياسية، ستكون هذه الممارسة الانتخابية مقدمة ومحطة استقراء مهمة لشكل الخريطة السياسية التي ستتوضح لاحقا عبر تعيبد الطريق صوب اجراء الانتخابات النيابية واستكشاف مخرجاتها، وستكون الباب الرئيسي اما لعودة التيار الصدري للمشاركة السياسية مرة اخرى، او البقاء في نطاق المعارضة الشعبية للحكومة الاتحادية والحكومات المحلية ولكل خيار تداعياته المختلفة.
